Since the establishment of Australia's first voluntary carbon trading exchange in July 2007, and Australia's commitment to the Kyoto Protocol (which sets binding limits on emissions and envisages global emissions trading); there has been much discussion and debate in relation to the introduction of an Australian Emissions Trading Scheme ("AEST"), national energy market reform and their effects on climate change. Carbon trading has been estimated by industry leaders as having a potential financial impact of at least twice the size of the introduction of the GST.
